September 23, 2025 Has Passed. Is Your ASBL Compliant?

It's early November 2025, and the September 23rd deadline is now in our rear-view mirror. If you're a treasurer or board member for an ASBL, that date probably rings a bell. It was the 24-month deadline to comply with the Law of 7 August 2023. If you're reading this with a knot in your stomach, take a deep breath: you are not alone.

According to recent estimates, over 60% of ASBLs in Luxembourg had not yet fully updated their statutes as the deadline passed. Volunteer life is busy, and this was a complex administrative reform.

But now that the grace period is over, what happens next?

The "Risk" is Now a Reality

Before September 23rd, we talked about a "future risk". Today, the situation is different.
The law is very clear: as of September 24, 2025, any clause in your existing statutes that contradicts the new law is "deemed unwritten".

This isn't a fine; it's more subtle. It's as if entire articles of your internal rulebook have been erased.
  • Is your method for calling a General Assembly non-compliant? It's void.
  • Are your board's voting rules outdated? They are void.
The danger is operating as usual without realizing this. If you make decisions based on obsolete statutes, those decisions could be invalidated, potentially paralyzing your association's governance.

What You Had to Do (And What You Must Do NOW)

The law gave all associations created before September 23, 2023, that 24-month window to "bring their statutes into compliance".

If you haven't done this update, you are technically non-compliant. But it is not too late to fix the situation. The process remains the same; it has just become more urgent.
At ClubHub.lu, we spent the last two years studying this law. We saw the stress it caused for volunteers. We built our solution precisely so that compliance would no longer be a chore, but a simple, guided process.

Your First Step to Get Back on Track

Don't stay in this legal grey area. Your very first step, before you call a lawyer or draft new statutes, is to answer one critical question:
What is your ASBL's "size" according to the new law?
The law now classifies you as a "small", "medium", or "large" association. All your new accounting obligations depend on this category. There is no point updating your statutes if you don't include the correct accounting rules.
